The Demise of the 28-Article Peace Initiative for Ukraine: Why Diplomatic Efforts Continue to Stumble

Europe experienced widespread relief on Monday, as the diplomatic emergency caused by the introduction of a new comprehensive peace framework for resolving the conflict appeared – briefly – to have been stabilised. A American diplomat spoke of "notable headway" after Ukraine-US talks in Geneva. On Monday night, the Kremlin made its countermove: an extensive attack of aerial bombardment on Kyiv.

The Pattern of Diplomacy and Destruction

The sequence of conflicting incidents captured the bleak nature of the recent timeframe. By day, diplomatic battles are fought: optimistic declarations are released from various governments. Immense energy is expended on managing specific proposals. By night, the Kremlin brutally reminds the world that, for them, war remains the main instrument for achieving "settlement".

Nighttime Reality

As military strikes progressed into the early hours of Tuesday, the present situation of Ukraine's defenselessness was revealed. Ukraine is equipped to monitor projectile deployments from enemy soil, a capability enabled by timely intelligence. From observation points, defense planes that had been dispatched to engage hostile cruise missiles streaked across the sky – advanced fighter aircraft supplied to Ukraine by European allies.

Shortly after, Kyiv's anti-aircraft weapons thundered: defensive missiles targeted at a Russian ballistic missile. This was a modern interception technology at work, most likely supplied through partner states. Every firing shakes the surroundings, shaking the windows. The instant of fear quickly transforms into sober acceptance: maybe the hostile projectile won't strike its target this time, sparing the city from catastrophe and additional electricity failures.

Continuous Dangers

Soon after, a automatic firearm opened up on a aerial vehicle close by, part of a defensive team – probably allied-provided weaponry. Unfortunately, the bullets missed the hostile drone – it continued its flight toward its objective.

Intermittently, this carried on until dawn. Kyiv faced the early updates: multiple fatalities, devastation and infrastructure problems in numerous residences as a result of the nocturnal offensive. As customarily, everyone still went about their day – living the war. But those entire period illustrated Ukraine's vital need on Western support – a reliance that regional partners are demonstrably unable to fill in the near term.

Ineffective Peace Efforts

The detailed framework from American leadership provoked deep reactions, discussion and profound anxiety – and temporarily diverted attention from Ukraine's most significant graft case in years. Yet, we have witnessed similar scenarios, after prior negotiation attempts and multilateral gatherings.

Every new initiative from US leadership adheres to the identical sequence: a diplomatic cavalry charge against Ukraine, which Kyiv, with allied governments, effectively counters. They stabilise the situation but never actually secure success. This pattern will, no doubt, continue.

Strategic Calculations

It is easy to blame specific actors of persistently promoting Russian terms. But that does not seem to be the complete picture. US administration operates on a premise understood by international relations experts: you cannot achieve through diplomacy what you have been unable to protect through force. The White House presumes that it is unrealistic to pressure the Kremlin to surrender the land that it currently occupies in Ukraine's south or east.

The issue is that while accepting these circumstances, Washington does nothing to prevent Kremlin actions, through statements or actions, from thinking that the status quo will not change more in its advantage in the months ahead.

Opposing Positions

Therefore, the Kremlin is convinced that time is on his side – that Ukraine and its allies are nearing depletion. Their motivation to accept conditions that does not give them the largest achievable advantage is virtually nonexistent. There may be numerous efforts to stop fighting, but they will carry on as long as Russia's government remains completely certain in the outcome.

On the contrary, Ukrainian leadership believes that Ukraine can still hold out, gradually sacrificing lives and land but preventing a total frontline collapse until situations evolve in its favour.

Current Realities

Realistically, there are no genuine requirements for a truce. Now, individual motivations are coming into play: political desires to broker a ceasefire and achieve global acclaim, and Kyiv's double obstacles – on one hand, not to alienate a key ally, and on the other, to mobilize citizens around the flag against any plan Kyiv finds unworkable, so that their attention does not shift toward domestic problems. And although their task will now be considerably more difficult after recent developments, it remains very improbable that this will alter their fundamental strategy.

These two forces are influencing discussions.

Summary and Prospects

It took a only one week to eliminate the proposed articles of the current initiative. Forceful and unpredictable management of the matter by Washington, opposition by Ukraine and the rest of Europe, along with soothing efforts of diplomats, and finally, latest revelations, all achieved their purpose.

While new plans based on old ideas are imminent, Kyiv, London and other European capitals should arrive at a critical understanding: Ukraine and Europe will only be able to counter political attacks from Washington that are founded on Moscow's terms and demonstrate specific hesitation to alter the situation, if they stand together and improve their protective measures at a much faster pace. If they do, neither political nor armed coercion will be able to defeat them. In the meantime, Ukraine's capacity to defend against evening bombardments will, for the coming months, mainly require ongoing international assistance.
